You need to employ a Specialist Community Behaviour Outreach Support Advisor to help you with this.
Or perhaps you need to employ two. And then you'll need a manager, who will need an assistant.
Shouldn't you have set some targets before doing this?
Why was no risk assessment carried out?
I'm going to refer you to the Ethical Conduct and Human Rights committee.
